Some reasons may account for a user not seeing the Unbabel widget under the Apps panel:

1 - Unbabel is disabled. You will need to enable the app from the Manage page.

2 - Unbabel is hidden beneath other apps in your panel. To fix this, navigate to Admin > Zendesk Support apps > Manage, and click the Re-order apps button.

Then, select the ticket view and drag Unbabel into a convenient position.

3 - The user has a restricted role or is part of a restricted group.
